DepEd clears graduation for Grade six accomplishers to continue this school year

Manila---The Department of Education (DepEd) cleared on Saturday that pupils who will accomplish 6th grade is expected to continue graduation rites ceremony for school year 2018-2019, clarifying the initial released memorandum's falsity.

In a new amended memorandum issued on March 1, it said 6th grade students will have graduation rites, in continuance to the long-held tradition. 

"This memorandum clarifies that the end of school year rites for Grade 6 completers for School Year 2018-2019 shall be a graduation ceremony," read memorandum, signed by Education secretary Leonor Briones said. 

DepEd also made an apology for the "inconvenience and confusion" it has caused to parents and students because of the earlier announcement and said that they will retain the accustomed policy.

However, the falsehood memorandum dated February 18, 2019 released by the department, Briones said that only Grade 12 students (K-12 senior high school) should have graduation rites and be given diplomas as proof of completion.

It also includes statement that students in the kindergarten level, 6th grade, and 10th grade, the equivalent of 4th year high school before shift to K-12 educational system should only have moving up or completion ceremonies and given certificates.

For a long time, Filipinos accustomed to have graduation rites in their 6th grade and 4th year high school under the old 10-year basic education cycle, marking elementary and high school completion.

But since the country shifted to a 12-year basic education cycle under the K to 12 (Kindergarten to 12 years) program, two more years were added to the education cycle in order to produce high school graduates ready for college or even employment, as they will finish basic education at age 18.

The K to 12 educational program was the flagship education reform measure of the administration of former President Benigno Aquino III, implemented in 2013.

For the yearender ceremonies of 2018-2019, DepEd said that schools should focus on the theme "Unity in Diversity: Quality Education for all" under the new memorandum.

"This theme highlights the role of the K to 12 Basic Education Program in developing an educated society where the challenges and benefits of diversity are embraced and welcomed by every Filipino," Briones said.

The memorandum also states that schools should conduct end of school year rites not earlier than April 1 but not later than April 5.

The department's new memorandum was issued Order No. 002 s. of 2019 which now cites that graduation ceremony as applicable to Grade 6 completers contrary to the previous released.

Meanwhile, public schools personnel also warned by the department that they are not allowed to collect any kind of contribution or fee for the benefit of school year rites.

Manila---As one of the administration's battle to ease traffic bottlenecks, President Rodrigo Duterte lauded the construction of the NLEX Harbor Link Segment 10, calling it 'heaven' as the travel period between Valenzuela to Caloocan will be cut from 1 hour to just 5 minutes.

"Travel time between Valenzuela City and Caloocan, for example, will be reduced from one hour to about five minutes, "that’s heaven," Duterte said in his speech during inauguration of NLEX Harbor Link Segment 10 and the groundbreaking of the NLEX-SLEX Connector Road Thursday.

Duterte, who led the ceremony expects that the NLEX Harbor Link Segment 10 will decongest major thoroughfares and improve linkages going to Manila Port as the lanes will be available to public transport on Friday.

The NLEX Harbor Link Segment 10, a 5.65-km, six-lane road which traverses the cities of Valenzuela, Malabon and Caloocan is expected to divert  20,000 vehicles daily away from the central eye of Metro Manila.

According to the Department of Public Works and Highways (DPWH), the NLEX Harbor Link is seen to advance transport logistics as it will serve as an alternative southbound route to Metro Manila bypassing Balintawak Cloverleaf and EDSA which facilitates efficient delivery of goods as cargo trucks will have 24/7 direct access from the port area to the provinces in northern Luzon and vice versa via the NLEX.

"The expressway is seen to improve accessibility and connectivity between key areas of Metro Manila and some provinces of Luzon via the North Luzon Expressway," DPWH secretary Mark Villar said in a statement.

In line with this, Duterte expressed his will that the administration is committed to its 10-point socioeconomic agenda, living in the bayanihan spirit and strong sense of nationhood.

"This will definitely improve access and mobility in the area and result in greater socio-economic gains for our industries and communities. I am hopeful that the remaining portions of the NLEX Harbor Link Project will be completed within the next two years," Duterte said.

The construction of 2.7-kilometer Segment 10 Exit Ramp to Radial Road (R-10) is currently ongoing to extend NLEX Harbor Link Segment 10 up to R-10 using Circumferential Road 3 (C-3) as its route.
Segment 10 Exit Ramp to R-10 is targeted to be completed in January 2020.

The DPWH said the full construction will further reduce travel time from NLEX to Manila Port Area in Manila to only 10 minutes.

Meanwhile, simultaneous with the full opening of the NLEX Harbor Link Segment 10 was the commencement of the two-year construction of the P23.3-billion NLEX-SLEX Connector Road Project which will be started in May this year.

The NLEX-SLEX connector road is eight kilometers, elevated, and with four lanes. The expressway extends the NLEX southward from the end of Segment 10 along C-3 Road Caloocan to the Polytechnic University of the Philippines (PUP) in Sta. Mesa, Manila and connects to the Skyway Stage 3, mostly along the Philippine National Railways (PNR) track.

The expressway is expected to reduce travel time between NLEX and SLEX from two hours to just 20 minutes and between Clark, Pampanga and Calamba, Laguna from three hours to just one hour and 40 minutes.

Likewise, travel between the Ninoy Aquino International Airport (NAIA) and Clark Airport will improve and will benefit around 35,000 motorists a day.

"Identification of right-of-way requirement and most of acquisition activities were completed hence the earlier as planned start construction activities for the NLEX-SLEX connector road project," DPWH secretary said.

Duterte, also expressed his gratitude for the people behind the construction and the Filipinos who will benefit the most.

"All of the projects that we undertake and will do for the rest of my term, [we] give our gratitude to the builders, to the contractors, the partners of government and we place it in the name of the people of the Republic of the Philippines," he said.

"Nobody can claim credit in the name of the people, it is their money and for all of us," he added.

The conglomerate Metro Pacific Investments Corp. (MPTC) bagged the contract to build the P23.3-billion connector road.

“NLEX Harbor Link Segment 10 and NLEX Connector are just some of Metro Pacific’s expansion projects geared towards providing further convenience to motorists and bringing more opportunities in nearby cities and provinces,” MPTC president and CEO Rodrigo Franco said.

Manila---The Philippine National Police (PNP) on Thursday issued warning to parents and teachers to closely monitor children against the purported "MOMO challenge" application that allegedly teaches kids to do self-harm that leads to suicidal.

"Sa ating mga magulang kailangan po siguro bantayan natin ang ating mga anak. Siguro ang kailangan dito is yung talagang magabayan ang mga anak lalo na kapag sila ay wala sa atin, nandun sa mga schools. At sa mga guro naman, isa na rin ito na isama nila yung tamang pagturo para maiwasan itong mga suicidal thinking ng ating mga kabataan or etong mga challenges na ginagawa through the internet," PNP chief Director General Oscar Albayalde said in an ambush interview.

Albayalde issued the warning amid reports of online danger from the so-called "Momo Challenge.

The game played for about 50 days on messaging app WhatsApp, Facebook and YouTube allegedly encourages children and teenagers of ages 6 to 14 years old to do specific tasks, following challenges starting light like waking up in the middle of the night.

As the game progresses, the child will be tasked for more dangerous and violent challenges until it leads to self-harm and suicide.

The PNP chief further stated that encouragement of doing self-harm is a form of criminal act and can be held criminally liable.

"Remember, this is a crime lalung-lalo na kung ang bata ang ini-enganyo," Albayalde pointed out.

The alleged harmful reports was first brought up in other countries causing children to do harmful attacks to other people and ownself.

In the Philippines, incident of killing was also reported in Quezon City wherein a 6-year old child died in school doing the act of suicide.

The mother told in an interview that while her kid was in the ICU of the hospital, his son said "I will follow my master and I will kill them all."

Out of instigated curiousity, the mother knew that during exchange of messages of his son to his classmate and the search history in her phone, the two brought up topics of dark web and suicidal acts.

In another incident, the mother released a statement that same instance is happening to her child following the usage of alleged application.

"We did not stop probing him, to get an answer out of him... He finally confessed that it asked him to kill 10 people or it will hurt him. He was instructed not to tell to us because it was supposedly going to hurt us if he did," the mother said.

Meanwhile, Google has also released a statement in its homepage on the issue of the "Momo challenge" on behalf of its subsidiary Youtube, that encourages people to report any form of its content to fully safeguard the application exclusive for kids called the 'youtube kids' app.

"Many of you have shared your concerns with us over the past few days about the Momo Challenge--we’ve been paying close attention to these reports. After much review, we’ve seen no recent evidence of videos promoting the Momo Challenge on YouTube. Videos encouraging harmful and dangerous challenges are clearly against our policies, the Momo challenge included. Despite press reports of this challenge surfacing, we haven’t had any recent links flagged or shared with us from YouTube that violate our Community Guidelines," Google statement on Thursday morning.

"It’s important to note that we do allow creators to discuss, report, or educate people on the Momo challenge/character on YouTube. We’ve seen screenshots of videos and/or thumbnails with this character in them. To clarify, it is not against our policies to include the image of the Momo character on YouTube; that being said, this image is not allowed on the YouTube Kids app and we’re putting safeguards in place to exclude it from content on YouTube Kids," it further stated.

YouTube Kids, developed by Youtube and released in 2015, was created "to make it safer and simpler" for kids to explore the world through online video was also embedded with whole suite of parental controls, that tailors the experience to family’s needs.

"If you see someone promoting any challenge with an inherent risk or harm, please flag it to us immediately," it further added.

Youtube, however has also made its statement on Twitter, Thursday morning with a condensed version of google's statement that goes: "We want to clear something up regarding the Momo Challenge: We’ve seen no recent evidence of videos promoting the Momo Challenge on YouTube. Videos encouraging harmful and dangerous challenges are against our policies."

According to experts, the MOMO challenge app was first established in 2016 to a closely related game named Blue Whale challenge with the instruction of harming people and suicidal tasks.

The physical feature of the MOMO, which has a frightful appearance was came from a famous sculpture of museum in Japan.

PH first Underground Railway System Breaks Ground

Manila--The country's first ever underground railway system known as the Metro Manila Subway, a Filipino-Japan Php8 trillion consortium project has finally inaugurated during its groundbreaking ceremony on Wednesday.

The ceremony led by Department of Transportation(DOTr) Sec. Arthur Tugade and Valenzuela Mayor Rex Gatchalian, presented by other government officials set the ground of the multi-billion project and made an awarding of entitlements to affected families in Ugong, Valenzuela City.

The project will be an expansive 36-km railway system from Valenzuela on the capital's northern end and Quirino Highway in Quezon City to the Ninoy Aquino International Airport (NAIA), wherein will have a speed of up to 80km per hour, with a travel time as short as 30 minutes, the DOTr said.

Tugade further said the government hoped to reach the portion of the subway wherein the first 3 stations in Valenzuela, Tandang Sora and North Avenue will open before Duterte's term ends in 2022.

"Inaugurating and groundbreaking is one thing, finishing it is another. We will finish this in 2022. Sabi nga sa Ingles, I will be watching you... This is what we want to achieve. Sa mga nagdududa, maniwala kayo," he said.

Likewise, Executive Secretary Salvador Medialdea also said the Duterte government would finish the subway project "as fast as we can, as well as we can and without any whiff of corruption."

Presidential Spokesperson Salvador Panelo said that with the targeting partial operability by 2022, where President Duterte's term will end, the palace hoped that the next administration will continue the 'project of the century'.

“With this foundation, we request succeeding administrations to exert the same effort until the railway system is fully completed,” Panelo said in a statement.

“The Metro Manila Subway has been dubbed as the project of the century as it is considered a major transformational project in mass transport in the country,” he added.

The railway system will have 15 stations from Quirino Highway in Quezon City to NAIA Terminal 3 in Pasay and FTI in Taguig.

The phase 1 of the Metro Manila Subway Project features the Depot and the Philippine Railway Institute which will be built in Ugong, Valenzuela City and the first three stations consist of the Quirino Highway - Mindanao Ave. Station, Tandang Sora Station and North Ave. Station.

The government promises that all the 15 stations will be fully operational in 2025.

Tugade cited that the subway spans 7 cities and municipalities and 3 business districts. A joint venture including Shimizu Corp, Fujita Corp and Takenaka Civil Engineering Co of Japan and EEI Corp from the Philippines was tapped to design and build the first 3 stations.

"The Metro Manila Subway will leverage on Japanese technology to make the structure flood and earthquake-proof," he said.

In line with this, Transportation Undersecretary for railways Timothy Batan said the subway will connect to the MRT-3, the LRT-2 and the Philippine National Railway lines.

The bigtime project was amongst President Duterte’s “Build, Build, Build” Program, which will be built with the support of the Government of Japan through an Official Development Assistance Loan from the Japan International Cooperation Agency (JICA).
